Attacking Innocent Civilians

I been playing eve since december now (granted ive only actually PLAYED 4 weeks, 1 with Xfire turned on ::::29::) and i still dont quite understand how to go about attacking people in empire space. After my first experience of shooting an ore thief in 1.0 (kaboom) id rather not make the same mistake again. ::::39::

    You cannot attack in 0.5 and above security unless you have an official CONCORD declared war. If you do then CONCORD and any sentry guns in sight will fire at you.

    0.4 and below you can attack but will incur a security loss. If you fire within sight of sentries then they will shoot at you. You will need a battleship to tank this damage. CONCORD does not appear in these systems.

    In 0.5 and higher, to attack someone, there must be 1 of 2 conditions met.

    1) They are in a player run corporation that has declared war against your player owned corporation (cannot declar war against npc corporations , like the one you start in). After war is declared, there is a 24 hour grace period to prepare for battle, after that, it is open fighting anywhere in the world of EVE.

    2) That person has a security rating of less than -7.5. The rating require to be legal to fire upon is -5.0 in 1.0 space and an additional 0.5 for every 0.1 of security you go down in. The person must be under that rating to be fire upon as well. So a person with -4.99 is still considered safe anywhere in the game (unless condition 1 is met).

    In 0.4 to 0.1 if you fire on someone, CONCORD will not intervene HOWEVER, if you are at a gate which has sentry guns, they WILL open fire at the sight of non-sanctionned fighting. You also will take a security standing hit for attacking a person in 0.1 or higher space. If you decide to pod someone, I suggest you do it in 0.2 or lower (avoid it if possible) since you take a really big security standings loss when doing so.

    So yeah, if your mining into a jettison can in empire space and some prick comes around and steals your ore, nothing you can really do about it. As for engaging in pvp, I recommend staying away from 0.3 and lower systems until you know what your doing hehe. 0.4 is usually safe unless it gives out onto a choke point . Choke points are systems that are "bottlenecks" , in other words, only 2 gates. If you come in by 1 way and there is someone in the system on the other gate, he knows exactly where you are. Sentry guns are fine and dandy to defend you but, a battleship can blow you up quite quickly before they will actualy cause him or her real harm.

    P.S. In 0.4 security, if there is CONCORD at a gate, they will defend you if fired upon (unfortunately, not much CONCORD in systems under 0.5).

    Forgot to mention that in 0.0 you do not recieve any sec loss, even by podding, hence why entrances to 0.0 areas are to be entered with caution...

    You can attack people in 0.5 and get away from the police, only if your xp though!

    Attacking someone, or committing any other criminal act, while in 0.5 sec and above and then subsequently avoiding the destruction of your ship by CONCORD- by any means- is classified as an exploit by CCP and if you are petitioned for doing it you will be right in the deep stuff.
