If you get it with the eso plus membership, you are essentially renting the dlc every month. If you cancel your membership you lose the dlc. You are much better off buying it, unless you don't ever plan on canceling your sub.
People don't just subs to get access to the DLC and subbing gives you crowns with which you can buy the DLC. It is actually a better bargain to sub for a month than buy 1500 crowns all by their own.
It depends... If you are a constant subscriber then yes it is a better deal to just subscribe and collect enough crowns that way in case you one day stop subbing.
On the other hand, if you are like me, who doesnt subscribe for more than 1 month at a time then buying the DLC is a better deal. I think 1 month of subscription doesnt give enough crowns to get the DLC so its a better deal just buying the DLC as a non subscriber.

Okay so while I agree that the city isn't the most anticipated feature because I too wanted the thieves guild and the rest of the justice system, I have to disagree with peoples nonsense about the console.
No one is burning console players and here's why. Consoles have update schedules of their own that game developers have to work around. At E3 it was announced that Xbox One was getting a major patch in the fall that would start the development of backwards compatibility to allow for the playing of Xbox 360 games on the Xbox One. That right there would delay anyone's release. The fact that it's so close to the PC release date should tell everyone that ZOS does actually care about it's console playerbase.
Sure there are things to complain about but that's not one of them.
Subscribe since day 1....listen to the endless AvA hype..experience ava content that clearly wasn't well tested......lag lag lag....disconnect again.....ask for months where is the new AvA content....watch servers being closed and Ava population decline,ava exploits go unaddressed.... and pvp guilds leave.

He has subscribed since day 1 but he obviously doesnt like the game..while at the same time he announced a while ago he announces he would 'certainly not pay a subscription.' haters got to hate.

The most anticipated feature that Zenimax has discussed since pre-launch was the thief system. This is an open zone pvp update. Or, you could say every new update is the most anticipated one.

How about fixing the current PVP system before you add the the disaster it already is! Between the zerg mechanics, lag, and unbalanced and broken classes, adding this is going to just make things worse. Are the devs from Warhammer Online doing the balancing on this game?
