Should a character be nerfed because it broke the current meta?

Anyone who's watching The International 5 and missed last nights games between Evil Geniuses vs Ehome should watch those games.  E.G. Went all in last night in game 2 with a techies last pick.  Ehome had absolutely 0 response for it. Like with most games it's usually the same series of heroes with slight variation.

i am no Dota2 buff but what happened last night was insanely amusing. Ehome had no idea how to react to the pick it seemed. It completely broke the meta.  It's not that Techies is that powerful but simply the fear of the unknown. Some people hate techies some like him. But without a doubt what can only be described as a troll with 2 million dollars on the line was one of the funniest games by far,so far.  Of course techies got banned in match three. But it is crazy how well that one character determined the games outcome. Watch the match.  He had everyone scared to leave their base wile tier two and ones were still up.
