Eventually, yes, although whether it will be something we can offer at release or something we offer after launch is still up in the air at this point. We can say that our desire for creating housing, outposts, and other types of buildings is to be able to place them in non-instanced parts of the real game world and have them impact gameplay (as opposed to having housing that is purely cosmetic).
This really intrigues me. I wonder if a group of players, say, guild mates, could make a small town? How elaborate might an outpost be?
I don't know who may have played original SWG, but player made cities were a lot of fun in that game.
Of course I doubt this will be in at launch, but it's still something to look forward to.

There would also be an upkeep associated with them, and they would be temporary in the sense that you wouldn't want to hold onto the outpost forever.... ideally, you would outlevel the area and then de-construct the Outpost or sell it to somebody else, and then move to another area more level appropriate and then re-build. This way you don't end up with some power guild basically owning all of the buildable land in the entire shard. Obsolescence would be planned and part of the game, and having upkeep associated with outposts means it would cost you and your guild resources to keep an outpost up and running.
Also, other players would always be able to use your Outpost to some degree so that players outside of your guild can still get something out of these buildings as opposed to exclusively members of your guild.
Player owned and created buildings in a non-instanced environment does create some challenges, but it's something we've been thinking about and wanting for years, and I think we have a pretty good plan for how they'd work.
