Need help remebering an Anime Movie name

This has been driving me crazy the past couple of days and I've tried searching every possible thing I know about it, gone to sites that claim to list every anime ever but I STILL can't find it.
Setting: Modern day Japan
Things I know: Some new drug has hit the streets and it turns you into a monster.
There are angels? and demons? not sure if they are called that but Demons were made when man was but the Goddess decided they were too strong. Made angels to help humans.
Angels and Demons have elemental powers.
Protagonist is a Fire elemental user. He fought the main bad guys X years ago, destroyed a huge portion of the city and failed to kill him. Has lived in shame and regret ever since for killing so many people
If you have watched this movie please tell me. Trying to get it as a gift for my brother.
