    level cap is good. but what if the party has different levels?
    In GW2 each zone and part of the zone have a max level cap. If a character with higher level then that enters he level down to that max level. So if a lvl 13, 48 and 80 enters the godlost swamp (max level 15) they will be 13, 15 and 15.

    You wont be leveled up so it is smart to stay in areas on your cap, below or just over. A downleveled character is more powerful then a character at that level but not so much that he or she can't die. In GW2 however the gear stays.

    For an open PvP game you need to move both the level and gear down to what is possible at the level, the best that is possible if your gear is better than that of course but not better.

    That means that a regular lvl 15 will be at disadvantage (unless he is wearing the best level 15 gear in the game and if you use AA or other earned speccing points have maxed out the possible of them as well) against a downleveled character but if he plays well he can win. He will be totally killed if entering a lvl 20 area though.

    So a party can easily play together but they will have to play where the lowest character can survive.

    I think that is the easiest way to make an open world faction based PvP game that actually get a lot of PvP players.
