Jail/Ban

Is there an explanation posted somewhere for the jail/ban system?  I see icons that show people behind bars but they can still post.  I have seen people with a banned icon but later see them post again.   Just wondering what the criteria are for those disciplinary functions.

There are no criteria. Mods on here make things up as they go along. Sure, the site has terms of service and whatnot, but for the most part those are just there because every other site has them, not because they actually mean anything. Poke around, you'll see people that deserve bans but aren't, then find people that get banned where everyone thinks "WTF?" but nobody says anything in their defense because they'd get one too.
Trolling, being trolled, getting banned, yelling at mods, getting perma banned, making new accounts, and still trolling this site since 2004 =D

Jailed is just a state in between normal posting and being banned. It puts certain limitations on the account, such as the inability to create threads, how often they can post, etc. Banned states are mostly temporary, just like they used to be pre-Vanilla. All infractions work off of a point system and your current status is is determined entirely by the infraction points on your account. Earn enough points and you'll be jailed, more than that, you'll be temporarily (automatic) banned. As the points fall off over time your status returns to less restrictive states (unless you continue to accrue points, of course). Permanent bans are manually doled out by us if necessary.

Besides an officially moderated account that got bars, some users put their own avatar behind bars in MSPaint or something. I had one of these before it became the flavour of the month.

I also had the red "user is banned" avatar for a short time, you can just upload it for yourself.
I got asked to remove it and rightfully so. It causes alot of inconvenience because users constantly report that there is a "banned" person still posting and such.
