The other day in IRC this subject was brought up when one of the devs was working on the "Elder Game" content. Long story short, there are no plans for PvP in the current ElderGame concept.
The HZ devs are instead working on other aspects of gameplay to keep high-level players entertained.
PvP is not on the radar screen in Horizons.
In this connection, it will be interesting to see what happens in CoH when CoV is released. Issue 4, with its pvp arenas, really went over like a lead balloon in CoH. The arenas are empty and unhappy players are numerous and vocal.
Since Cryptic has committed the development direction in the foreseeable future to pvp (CoH vs. CoV scenarios) it is taking a great risk, since the CoH fanbase is not too interested in pvp.
PvP is certainly an issue that won't go away in games that don't have it. But if those games try to incorporate pvp, it ends up not being as populat as people think it will be.
