John Carmack, who happens to be a one-time employee of Id Software, and fairly famous for programming video game engines, for more 15 years, said OpenGL was better than DirectX.
The industry went towards DirectX anyway.
I'm not trying to say Vulkan or DirectX is better in any way, and this is an interesting article - but I'm just trying to say that one developer doesn't make up the entire industry, even if they are a pretty big developer.
None of that matters to PC users as long as console is the dominant platform. Except, of course, we're getting a tiny boost in performance in ports - but we'll still be looking at games that are several generations behind in terms of what they could look like if they bothered to take advantage of modern hardware.
Witcher 3 is smooth as silk on my 980 ti with top settings on 2560x1440p.
But it's one of the rare examples where PC hardware is actually being used - even though I'm sure compromises have been made to fit console limitations.
There's simply not enough business in developing with the PC as the primary platform - so anything PC-related and specific will tend to be gimmicky and minor, like the HairWorks technology.
As for 4k - that's just resolution. It's literally no effort to up the resolution unless you up the assets accordingly, which they rarely do. Again, because they focus on consoles - and there's no way this generation will run with proper 4K assets with 4K resolution.
None of that matters to PC users as long as console is the dominant platform. Consoles are AMD GCN architecture, which supports asynchronous compute. So consoles will use it if it makes sense, and ports from consoles to PC might as well keep using it.

Witcher 3 is pretty much top of "how a game can look" because it works bad even on Titan X, and 1080 is only marginally faster
and yeah, they should concentrate on 1080p since only <2,5% of PC gamers use 1440p and higher and stop that 4k nonsense.
Agreed on the 4k thing, but apparently it makes for great marketing hype. People that dont even own a 4k monitor may somehow think that having that feature somehow makes the game better on their PC.........

Witcher 3 is incredibly easy to run on max settings. Especially when it's only 1080p. Witcher 3 isn't even seen in most benchmarks now.
Before I had two 980's I was pushing Witcher 3 100 fps with max settings with a single 980. I'm also doing it on the Skylake 6300 with OC.
Calling bullshit on that right now. The game looks great, but optimization isn't very good. I couldn't even play the damn thing until I upgraded to a GTX970. Even then it took a ton of tweaking, and frankly by that time I lost interest in the game. I still haven't played more than 20 minutes or so. The inconsistent performance just bugs me too much.
On the other hand, DOOM looks almost as good and runs like Jesse Owens even with everything maxed out. No drops or stutter, just smooth demon-slaughtering goodness.

And thats now when game has been patched several dozens of times, downgraded, twekaed and optimized.
