I saw both pop up on sale since its on my wishlist on steam. At launch Division got really bad reviews, but since the last patch reviews are mostly positive now.
I don't really know much about Division. Saw a couple videos, read a little bit. It looks like my type of game. My only worry with Division is it may not have much playtime (which for me is anything less than 60 hours for normal singleplayer/multiplayer/co-op games, 500 hours at the bare minimum (because I play MMOs long-term) for MMO style games). Like WoW I can play many 1000s of hours and not even close to run out of things to do.

How is Grand Theft Auto 5? I'd definitely start out with mods for it. It looks extremely moddable. Skyrim I played over 1500 hours because of mods. By far the best dollar (or less than a single cent in this case) per time played of any game I have, ignoring MMOs.
What I actually want is an epic game that takes place in a big open city. And since both The Division and GTA 5 are on sale and have huge open cities, I figured it might be a good time to get one of them on a good sale.
No idea how both actually are though. Except GTA 5 is usually pretty well regarded.

Plus even vanilla looks great anyway. And GTA is always been a good series. Looks like I'd get a lot of play time just playing the normal game even before modding it.

The multi-player can be a grind and people using mod tools in the online games can be annoying. Overall it's nice to be able to play with other people.
I will just say that GTA5 has been my favourite GTA out of all of them so far (it was GTA3 until 5 came out). The single player is just immense. I love the characters, Trevor especially brings some amazing comedy to the story. I played through the story twice on 360 and then again when it came out on PC. There is a decent amount of variety in the quests but it's just a fun game to play.
The only thing I felt was lacking from the single-player side of things was the investment side of things. Even after purchasing all of the buildings and businesses available, they rarely gave any quests and the monetary income was negligible.
My favourite thing to do in the single player side of things was to find a car, mod it up to top specs, then start causing havoc in downtown Los Santos. Once I had 3 or 4 stars, I'd then start a car chase and aim to reach to top of Mt Chiliad. From the top, there was a jump you can do from a bike. Mid-air you can get off the bike and basically sky-dive all the way from the top to the bottom. At the bottom is a lumber mill. The police would catch u up in the lumberyard for an epic shootout.
Assuming you survived, it would take 20-30minutes but it was epic every time. The police seemed a lot harder in GTA5 than previous titles too.
As far as the online portion goes I didn't really play that much, only reached lvl13 or 14 I think. Enough to buy a house and cars and some guns and experience the different modes.
My experience is that the open world portion of GTA Online is pretty much redundant. You're limited to 32 players and you hardly ever see them but even if you do, most people just drive by. So, online felt mostly like a lobby-based game. As I was low level I could never seem to get groups for the main online story so I would just queue up for basically anything. A lot of time the quickest thing to pop would be a race but I did really love the team deathmatch modes.
The online mode does suffer a bit from power gaps. As a low level, you can't upgrade your cars very much, nor can you buy the best weapons. If the host allowed personal vehicles in the race then I'd usually do quite poorly as most people had engine, turbo and brake upgrades. A lot of races would end up being split in two: those with modded cars up front and those with stock cars having their own race at the back.
It was still fun but I personally couldn't be bothered to grind out levels and so called it quits. I will probably go back to it on occasion, there've been plenty of updates since I last played it that are worth trying out.
The Division seems to have crashed and burned. I don't know a damn person who plays it anymore after its terrible release, including my 15 year old son who I bought the game for at full price. Hnnnnnng I was super excited about The Division myself. I wanted that game to be good sooo bad.
Now this will be an unpopular opinion, but as a person who values character and integrity, I find nothing at all good about the entire GTA series. You're playing a car stealing, drug dealing, pimping lowlife thug piece of shit as a main character. Look, I was in the Army for six years, and I've heard just about every string of expletives thrown around that you can imagine, or at least I thought so until I heard the main character. It was cringe worthy listening to his dialogue.
Then there's Trevor who is a psychopath by every definition in the in the DSM-IV. Some of the shit he does is pretty appalling, but the game treats it as comic relief. Honestly, I can't get into the GTA series for the same reason I couldn't watch Breaking Bad; it's a game about pieces of human excrement dealing with other walking shit sacks and there's literally no one I can identify with or care about.
If you want an epic game in a big open world with tons of mods that you can play for 500 hours without getting bored, then pick up Fallout: New Vegas for under ten bucks on steam today, and then head over to the Nexus. I have over 200 mods on my copy of FO:NV and it's a fantastic experience where you can actually play a character who isn't a sack of shit.
The Division actually made a remarkable comeback with 1.4 and now they just launched the DLC Survival and a matter of fact there was a queue to get in last night. So no the Division didn't crash and burn it's alive and well.
I personally would pick the Division over GTA V I just have more fun in the Division then I do in GTA.
At launch, a huge portion of my friends was knee deep in The Division sticky goo but unfortunately the hype didn't last long at all.

I am very happy with my purchase. Its been a ton of fun, really high quality content. I'm playing mostly vanilla right now, but one reason I went with GTA V is because its pretty moddable like the Elder Scrolls games. So anything I don't like, is pretty safe bet I can change it with a mod. With that said, even a near vanilla experience has been great.
Also, the last GTA game I played was GTA 3 and that was a ton of fun. But wow was movement bad with a keyboard+mouse lol. GTA V controls so much better. But, I bought an Xbox One controller to play GTA V and other games better for a controller off amazon, so waiting for that to get here. Xbox controllers are very comfy for my hands, a lot of controllers tend to make my hands hurt pretty quick when using them. So xbox controllers are better for me. But GTA V and driving with a keyboard isn't optimal lol. It is so much better controlled than GTA 3 was though.
I did however get a mod to greatly expand the garage, so I can save tons of vehicles. Someone told me you are very limited on vehicles, and they disappear if you leave them. That would ruin the entire game for me, so a mod that lets me save vehicles pretty much fixes that.
I also got GTA V Redux, but since its more a game overhaul and not just graphics, so I'm waiting to install it. And I did download a ton of other mods that look fun to use for later. But mostly want to stick with a vanilla game. Just using one mod that is "required", because losing vehicles for no reason, that I find would just make me do a steam refund, that piss me off too much.

On the controller thing, I'm with you there. I have a 360 controller for my PC but I mix and match when playing the game. On foot I use mouse+keyboard as it feels more natural and easier control, but then switch to controller when I'm in a vehicle. Its a bit of a faff but the second or so it takes to enter/exit a vehicle is enough to put down/pick up the controller.
If I can give you a bit advice for the single player, look up the assassination missions and the stock market. If you don't get your investments right, you can basically never afford to buy all the properties (unless you play for months on end). My first 2 playthroughs on 360 I didn't have internet connectivity and so couldn't invest properly, so was never able to buy all properties. On PC with internet, I was able to invest properly and at the right times and so was able to buy all properties with ease (as well as having 1billion left over per toon). Basically, it eliminated all money problems by the end of the story and so once I'd completed the story I could just mess about and have as much fun as I wanted.
