Lord of the Rings Online is the best for elves and elvish (elfish?) lore!  It is also probably moving into a better place development-wise with its recent acquisition.  I recommend the Landroval server for the U.S.  Not a sandbox, though.

I would say either GW2 and/or Tera.  My wife loves these two mmos.  Especially GW2.

I use to play SWG a lot.  Now I play GW2, mostly.  No Elves and limited character creation but the exploration is great.

ESO comes closest with different types of Elves, final testing phase for housing, lots of exploration. No full loot PvP in either game.  Both games have zoned PvP.  I can't think of an MMO you don't have to fight in.  If you like to group you could play a support character without having to fight just heal, most of the time anyway.

SWTOR has decent housing and exploration, no Elves.  Aion has great character creation and you can easily create a character that looks like an Elf.  It also has housing I think but I never got into that.  Nice questing.  Open world PvP in some areas, no full loot.

Sounds like ESO comes closest.  Elder Scrolls Online.

Addition: GW2 has an Elf like race that are tied in close to nature. The Sylvari. Half plant humanoids.
