I don't see why they would; A ) They all ready have Age of Conan for the entire world and B ) Right from their write up: "You are an exile, one of thousands cast out to fend for themselves in a barbaric wasteland swept in sandstorms and besieged by enemies on every side".
Somewhere during the beginning they gave a vague idea where this exile land was, I think out towards Turan, but it comes down to you've been kicked out of the civilized world.
Deserts are way easier to code and level design than other environments. Those of us who have been playing AoC for nearly a decade could tell you that nearly every new expansion since the 2010 ROTGS expansion has been a desert environment. The lush jungles, packed cities, lush fertile lands around Aquilonia and rugged mountains of cimmeria have been completely ignored for the most part of this decade.
When it comes to Conan you get desert, desert with rocks, desert with a few palm trees and more desert.
