While the amounts quoted are a tad extreme, yes, it absolutely could.
Seems this isn't about sales, it's more about fragmenting the community between those who get the new content and those who didn't.

This has been a problem in battlefield games since at least Bf2, many couldn't join map rotation servers because they'd get kicked when xpac maps they didn't have were up. Not sure how to fix that while still offering new maps/functionality in DLC. I guess they could go the weapons/skins route and release all new maps/modes for free...
