I've seen worse, even within the confines of Guild Wars itself.
The Heavy armor would look great if it was much sleeker. It's just way too bulky.
The light armor is too stiff and too obnoxiously bright, but the concept is sound.
The medium armor is the only one that is just straight up bad from concept to execution. It looks fake and tacky. I wouldn't even wear it, much less raid for it.

Yes, most games have something worse but that is not the problem, the problem is that this is basically the replacement for GWs Obsidian armor, it should be the coolest armor in the game, not one of the uglier.
This will require an insane amount of grind to get after all. It wont do it, not by a longshot. It looks like something of the worse from the itemshop, not something that is a great achievement to have gotten.
There are few of the legendary weapons I would say no but this thing I would just change the skin to if I got it.

Let's be honest here though. Quite a few of the Obsidian armor sets were among the uglier sets in Guild Wars 1. Anet seems to have a hard time making armor skins look prestigious without making them tacky.

Some were indeed tacky but enough of them were so cool people bothered getting them. Anet have always made more then a few of the female skins rather bad (Factions were not as bad as the rest though) when the male versions have generally been better but there is plenty of sensible armor skins in GW2 that looks good.
Here tacky ain't the problem, they are just ugly, not tacky.

ESO armor design is pretty bad.
