Game uses "Xing Code" Anti Cheat Rootkit...
Once installed can't be uninstalled by Add & Remove, or Basic Methods even with uninstall of Black Desert, and this is downloaded after launching the game for the first time without asking you.
If you didn't authorize transactions I understand from this you asked for a chargeback, so the cancellation of your account is nothing but expected when a chargeback is done. You should file customer support query to resolve such disputes.

Although just because you maybe able to uninstall Xing Code, or Game Guard, doesn't mean that Publishers or Companies outside of Korea should be doing this to people many without knowledge its going to be installed in the first place, When I purchased black desert think it was $100 for the package, I wasn't aware of XingCode, I didn't play it for months, After about 5 months or so I tried the game and found it doing malicious things copying to C:\windows where it didn't belong so I uninstalled the game again and totally wiped my primary drive. Game companies in General should be required to list if its installing additional security software, or Anti-Cheats which are not required to play a game, although most Western made games or U.S Based games use Reputable Anti Cheats, such as "Battleye" or "Easy Anti Cheat" or Reputable DRM such as "Origins" "Steam" there are 3rd parties such as "Denuvo" which also pose a threat to security in my eyes, Refuse to respond to any emails, and were used in popular games such as Mass Effect Andromeda, and Tomb Raider, Two Games I will never legally buy because they use Denuvo, using Origin, or Steam as DRM is fine, but 3rd party Anti-Tamper that gets cracked in weeks, had their own database compromised and posted online which I have seen lots of private information leaked such as Email Addresses from within their Dumps Is not something I will have or use on my system knowingly.
And yes thats me on Steam, as well as NCsoft forums, and many others spreading the word about these (Anti Cheats) As for if XingCode is the reason your Credit Card statement got hacked its impossible to tell depending on what happened, but I am assuming that someone hacked your account, and used the Credit-Card on file to bill amounts of gold, perhaps gift items to others in game, Perhaps this wasn't the OP's doing as its easy enough to hop on a VPN, spoof your hardware information and do it yourself come back 3 weeks later make a claim with your bank that says you didn't but assuming it was a legitimate hack, its possible that the game doesn't use 2FA, or that someone else has hold of your password which can happen by many means impossible to say how from my end, but assuming they logged in they could have billed the card or method on file. Although it is possible XingCode can do malicious things as it did damage and ruin my Android Device, XingCode, has an Android Version completely destroyed the SD card caused loss of data, and modified personal files.
In such cases You shouldn't have your account banned for playing, and the company should simply remove anything that was purchased with your card from your account, and put proper security methods in place to prevent Account Compromise. Back in the day I remember having my World OF Warcraft account compromised multiple times only to find out that one of the add-on I was using had a "Keylogger" or method to steal information in it adding a Mobile 2FA kept my account from getting hacked again and they simply reverted my character for me because the people were likely gold farmers botting with my accounts because when I logged on it it had mining to 450 and they were able to fix it all for me. Good thing some companies even if I don't like World OF Warcraft anymore do the right thing. Also another note, even if a user spends $3000+ USD building a really good gaming desktop that could play 10 games at once, XingCode, and Game Guard, put limits on this for example if you are afk fishing which isn't cheating in Black Desert, and you want to take a break and go play Blade & Soul you can't because it uses two different Anti-Cheats, as well as other various games it won't let you play or will shut down due to Hack Detected, this type of bullshit shouldn't ever be done to a consumer, and you get no support from wellbia other than being told to remove (X) program from your computer if it causes issues even if its not a hack they won't fix it. While a good MMORPG / Video Game company wouldn't do any of this, even "Guild Wars 2" Wont legally let you bot, cheat, or hack / Run multiple games at once, but if I want to play GW2, and launch 10 other games other than Guild Wars 2 I sure the hell can.
With Black Desert the developers poorly coded it server side so people were running around hacking out in the Open instant refill HP Wise, and Instant Cool-Down hacks rather than just putting in server side protection to ban these cheaters and updating the server to detect hacks along with client side detection or even a heart-beat that verifies that the game hasn't been tampered with and people aren't cheating.
You are one of those people who live in the "grey" area of the internet, doing activities that seem to draw the attention and ire of anticheat programs and tools.
I did a quick search on Xingcode3 and I did find one instance where an enMasse AVA support team struggled getting game to work for users and eventually got a patch from Xings designers.
Most other complaints came from people who were using VPNs (Bypassing region locks frequently), Razer peripherals (in "creative" ways sometimes), running multiple instances of the same or different games as in your scenario above, playing games on rooted Android phones or ran development "tools" on their gaming computers for a variety of "work" purposes.
In many of the cases complainants had an above average knowledge of hacking and cheat software, knew of the lastest methods to work around or remove anti cheat software.
In one hilarious case someone shared a screenshot of their "problem" not realizing other posters could see all of his screenshots which showed said user cheating and hacking in various games. (some great backpedaling ensued where user said they were of "other" people for reporting purposes, but folks weren't buying it)
Overall I found few cases where a typical gamer playing in a typical fashion ever experienced any difficulties.
I did find tons of tin foil hat fears on "possible" things that could happen, like stealing the nuclear launch codes on my lap top (attempted humor for all of you NSA guys watching my forum posts, my neighbor next door with the annoying barking dog is the one with the codes)
You seem to have lots of issues with these programs, and have openly admitted to questionable practices done either in ignorance or misunderstanding of the rules.
I am going to follow @DMKano 's advice to hunt down and remove Xing from my laptop as a matter of good hygiene, but not because of any issue.
I did run into an issue yesterday on an old laptop where windows explorer was crashing ever time I tried to copy a file somewhere.
After some trouble shooting turned out to be an errant shell script from the Apple ITunes mini launcher which once disabled resolved the problem.
More reasons to hate Apple products, but no issues ever for me at least from the Xingcode running over the past year on my laptop due to my BDO install and removal.

Exactly, but that is still no reason to have an Anti-Cheat that is Malicious causing problems.
When I was running windows Vista for about 7 years I was I found that having both XingCode & Game Guard on my system was creating a system slowdown and causing issues, didn't experience any the short time with windows 10 but I removed them anyways.
Yes I might do stuff in the grey area, but its no reason for a Anti-Cheat to be telling me I need to remove my (VPN) or Networking tools from my computer because its a hack for example I ran into this years ago one time with XingCode & Sun OF The Ultimate Nation. A old MMORPG game before I quit using it all together.
Anti-Cheats should not be Malicious, and I don't deny that a lot of people who complain are likely unskilled Cheaters, or hackers who just want to cheat, but there is no reason why a Legitimate company or publisher can't have their own Anti-Cheat included with their games that only effects that one game and has less of a impact on everything else.
Also its common knowledge that Game Guard & XingCode are easy to bypass I could remove this Anti-Cheat from Android if I wanted to and play any game without it and do whatever I please I won't go into the methods because its illegal on these forums but its not hard at all, same with PC versions. This being said though I am legit about it and don't do this, but I would rather just play and enjoy my games without having 3rd party stuff from unknown people who don't really provide proper support on my system...
Also, currently, I do have Battleye & Easy Anti-Cheat on my system and I play games with these with no problem, because both respected my privacy when they installed, Although I had an issue with it one time not telling me, they fixed it so they have my respect and support for being transparent to people, as well as providing removal instructions themselves. Not even Game Guard, or XingCode publishers will do this.
