I agree with a console. It's a mid range gaming pc. If she wants to do pc specific things on it then just go with new egg $400 pc that gets good reviews. It will be slow, light on memory, and tight on hard drive space, but at least it will be upgradable so she can slowly build it up over time if she wants. But I'm thinking console here.

A simple solution is to use an AM1 or Athlon x4 based system with a lower-end video card like a nVidia GT 1050 or Rx 560. They would not have been hit by the crypto-currency miners due to their memory and should fit within the budget. But the AM1 platform is a bit old and is being replaced soon. So it's best to wait. Personally I have never liked the Core i3 or Pentium processors, so I have trouble recommending them.
