GOT is all about PvP homie. Wouldnt be GOT if it wasnt.
GoT is all about politics. PvP is such a small part of that. The closest thing to a GoT MMO would be Eve Online. PvP is certainly a part of it, but economics and guild politics are much more important.
I agree with the premise of your statement. Without pvp politics and trade with no risk or reward are meaningless. Age of Wushu is setup almost exactly like GOT. Start with a world that doesn't tell the player no. Give players the tools to form laws and customs.

That setup works for a non-licensed PvP MMO. For a story-driven license like Game of Thrones, the framework has to be more structured. There is certainly plenty of room for player-made factions (like bandits or independent merchants) but canon factions (like the Starks and Lannisters) still have to be front and center. Though Game of Thrones is a harsh, treacherous setting, it still has laws and customs of its own.

Yep as did Wushu. there we 9 schools i believe. players competed weekly for the head master and elder positions. Then there were guilds and territories with guild houses, think castles. along with player made factions, think the Starks and all the lords of the north.
Edit- I would like to add all establised IPs are story driven. When made into mmorpgs the best imo are lore driven. They allow the players to write their own stories.
