That's also ignoring the fact that the first 3 tiers are still lootbox items. If implies that early game lootbox rewards will inherently provide the player with these, which is not true. In fact, those lootboxes can yield cards that are not usable to the player instead (cards pertaining to heroes the player is nowhere near unlocking).

I left it a bit too ambiguous so people could make their own conclusions.
My take away was that the difference between Tier 3 and Tier 4 is negligible compared to nothing and Tier 1-3. The progression still relies heavily (if not entirely) on loot boxes. People will struggle a fair bit at first, when they only have few cards. The loot boxes and micro transactions (presumably also when they are reactivated) allow you to bypass that entirely. This is also true for hero characters. And I'd imagine will be true for any new character coming out.
So my point was: The fact that Tier 4 is not in loot boxes is not that important in the grand scheme of things.

It was just their first response to criticism after the beta hoping that would quell the negativity. As we all know, it didn't.
