It could have high end graphics, be poorly optimized or have really huge zones... Possibly all 3 of those. I don't think I seen anything similar since FF XIVs first launch which also had rather insane requirements fir it's time.
Didn't see anything bad at all my computer from 5 years ago could run it but I build them with that in mind. About the only thing on there that was even highend was the GPU under recommended and it wasn't even that bad to get till this past year when the miners started cause the prices to skyrocket. If you have anything under the min specs I feel sad for you really I do. A side note also laptops are not meant for gaming don't care if they say gaming on them

My next gaming laptop, though with double the RAM, 1TB SSD and a few other options puts it close to $4K definitely not cheap.

Not that my computer isn't far above those specs.
Unfortunately I suspect its mostly due to poorly optimized code, throwing higher end hardware is one way to compensate, doesn't always help though.

My current Sagernotebook is almost 4 years old now, and meets all of those specs except the GPU.
Its been a long time, but there was a day when PC game developers used to code towards users who spent a decent amount of money on their rigs and upgraded regularly, instead of being able to run on the equivalent of a 3 year old toaster...er I meant console, same thing almost.

I run this on several computers. My lowest end is an old Asus with 6xx Mobile NVidia. It runs not bad on it but no where near as nice on my new laptop with 1070GTX. It all comes down to what you want the game to look like. Full effects/graphics will need a 980GTX or higher. Not sure about AMD cards as I don't have any. The game uses the Unity Engine and they are still upgrading that every month. I expect optimizations to the game to be completed over the next 3 - 5 months. The last 4 patches have really optimized the game compared to before that. use to get only 12fps, now average is 30-45fps.
