lol wow ... just wow .. It means its suitable for small children .. and up yes .. but it also means none of the other ratings are suitable for small children .. amazing that this needs explaining ..

None of the ESRB ratings have ceilings. Only floors. You're arbitrarily assigning a ceiling to something that has no ceiling.
No i did not , They are very self explanatory , And ill add this as an Investor in Dev Houses for over 20 years , i can tell you this it is one of the first things discussed when a project is on the ground , and Content is checked and double checked to be sure its suitable for that Rating .. the E is taken very seriously for the reasons i listed above..
MS2 is being devoloped for an E rating just as its predecessor so that Adults feel comfortable exposing Children to the product , it has no bearing on wether an Adult wants to play that same content .. It has more to do if its safe for children E meaning 6-13 and again for these reasons ..
