I do think they hate it. I say this because it sucks in most MMO's if they have it in the first place. MMO devs seem to make games they want to play, not games that fans want to play.
I think it is more devs are focused on dripping whales dry then making engaging games that really need player housing.

Developers make games with features which they believe gamers will continue to pay for, and the more the better.

First we are lucky if we get to work on the games we would want to play. The first half dozen games I worked on, I would never play on my own time.
Decisions on what goes into a game is not driven by personal taste. That's not to say people that start studios don't pick a genre they like, or that people don't try to work for studios that make games they like. But day to day decisions is about business. A large part of that is what will players enjoy. I mean if we don't make games that you find fun, we lose a hell of a lot more then you do.
Housing is just one of those things that seldom has a large impact on core gameplay. In a few games it does, if building stuff is just core to the game. But normally housing is one of those things that is a nice to have. Game developers generally have a long list of things they would like to do, and the time to actually do a tiny part of that. So really it's just about prioritizing against everything else. No more complicated then that.
