I see that some of the quests the the syren quests are being updated with each publish. If you are just joining this month, or are not high enough CL now, will you be able to start these quests? If so, is there a list of these type of quests?

Try checking Allakhazam's Quest Guide. I've been going through quest sites recently to verify accuracy and completeness to help my guild's noobs out, and so far this site has the highest percentage of useful quest information post-CU.

i did the first 2 chapters before the CU, there was one part that would have been hard if i didnt have 90% comp and a good buff going.  i have no idea how they converted it over to the CU.

now chapter 3 did have one pretty tough part that at CL 80 i could not do.  i had to get 2 other CL 80 friends to help me out rescuing an NPC from lvl 76-84 NPC's.

 

havent heard a thing about chapter 4.
