There is a YouTube video that explains the timeline. The game fully changed in 2015 so that is why there is some confusion on this. I do hope it comes out soon, but I also hoped the same thing when Vanguard came out and that game should have waited another year (too long of a post to get into the reasoning why it came out early) because the launch really killed the game.
I like the sound of it and stuff like this would be great in a game designed around trekking through the world having adventures. But that isn't really the type of game they are making. They are making a game which, through the leveling up phase, will be about camping a specific area, killing the same mobs over and over again. And then at the endgame it's going to be entirely focused on big raids...hurry up and wait, shut up and do as you're told...yay what fun.
If the challenge of a MMO was in the journey through the world to get from point A to point B and the adventures and difficulties you have along the way then stuff like "climbing" would make a lot more sense as a thing to incorporate. But as it is I doubt if it will ever really have much significance in a game like Pantheon. I think it will end up being one of those things which might have a few very specific uses but is mostly kind of pointless to even have in the game.
Think about the foraging skill in EQ. I'm sure when they included that they were thinking that characters with that skill could supply food for their starving companions out in the wilderness or something like that. And people did do that but honestly it didn't really matter. Vendors were never very far away.
Oh, and the pick locks skill. In Vanilla EQ that was almost entirely useless and I don't remember that it ever mattered much in the expansions either. Oh, and picking pockets too. That was nothing but a way to piss off your group by basically ninja looting before the mob died.
