I don't know much but apparently City of Heroes has a possible comeback.

Exactly, which is why I dont get why people are getting so excited. I guess people are hoping that so many get known about it that it will force NCSoft's hand to re-open the game but I honestly doubt that'll happen.

I hope all those getting their hopes up do not have them dashed, who ever is doing this has painted a big target on their backs.

It is my sincere hope that seeing as other game developers like Blizzard (vanilla WoW) and Funcom (Anarchy Online 2019 server as launch day state) have brought their games back that NCSoft does the same. Then they can shut this effort down and to be honest most people want to play on official servers without the threat of the servers being shutdown but may be in this case since it is NcSoft that threat may still linger on. 

 I believe seeing the support for this game they would actually seriously consider countering this development without a C&D but with the announcement that they themselves are bringing the game back. Wouldn't that be something?

    Ive always thought that NCSCF should of offered a package similar to SOE/DBG All Access, they could include ....

  COH , Tabula Rasa, Dungeon Runners, Wild Star , Auto Assault, Aion , and L2  for a monthly sub fee(say 19.99) , IMO would hold its own and be great for PR and make a little money , unfortunatley it has not been received well ..

And as a shareholder ive discussed it , but there is little movement and they will defend these IPs aggressivley ..

There is a hosting provider that ignores almost all cease and desist request - this is where many illegally run MMOs are hosted from.

Hint - it's where Wikileaks is hosted from. 

On top of that there is a country that does the same with DNS registrations so nobody can take those down either- again many illegal sites use this DNS registrar for the same reason. 

So the only thing that is left is payment providers - this is the easy part as once notified most banks will stop processing payments for sites deemed running stolen IP, but with prevalence of cryptocurrency this can also be bypassed. 

Yes all of this is from folks at different MMO companies who have battled 3rd party server hosting for years.

Bottom line - if you want to host a game illegally and be out of reach of legal takedowns - it can be done relatively easy. 

Payment process is the tricky part unless resorting to cryptocurrency 

My.guess is this first server which has been stood up hasn't taken the routes you've descibed to stay in.the dark.

Well, here we are 2 and a half years later and Homecoming is running merrily along, and I've been happily leveling up incarnates the entire time. They're even adding content.
