Both Intel and AMD have new chips coming out for laptops. As usual, the AMD chips support much better graphics....

Benchmarks I have seen only show about a 15-20% increase in speed. I would still buy an AMD card with 8gb of memory at that price point.

But GTX 1650 is still a shit product because RX 570 is bit faster and a bit cheaper than GTX 1650. At the moment the only reason to buy GTX 1650 at current prices is if need a power efficient GPU (some GTX 1650 models only need 75W compared to 150W or RX 570), but as long as power draw isn't that important RX 570 is better product.
And, sure, if someone wanted to buy one from a AIB, they could, but they are going to pay that premium. They do have a niche in SFF since they don't require a 6/8pin power cable.
