This week is the perfect time to start a new character. They've added an exp bonus to gangs and info bonus's to both missions and gang's. They also have added experience when finding new hardlines. So all you people waiting for the all access pass may as well start now, becuase it wont happen again for a while.
On another note, Theres a LOT of players everywhere with the server merges. That means it's a LOT easier to find people to play with. And, many factions are recruiting heavily so just ask around and you'll get into a good one.
