Based on reviews 5700 reference cards produce a lot more noise under load than NVidia's reference cards, and as long as there aren't any non-reference coolers available that's a huge difference:

What is the actual noise difference between 34 (the absolute quietest) and 46 (second loudest)? I'm reading that it ranges from whisper to quiet office. Which is a difference, but it doesn't seem like a huge difference.

Also, I'm still very skeptical of Radeon cards at this point.
46 is a bit higher than average new refrigerator. 34 decibels is a whisper.

From one point of view you're correct that both are audible yet relatively quiet voices and it doesn't make that much difference.

From another point of view it has huge impact on whether you set your speakers so low that you block yourself from hearing a whisper, or set your speakers high enough that you block yourself from hearing the refrigerator that's placed next to you.

It all depends on ambient noise.

Lower your ambient noise is, more significant the difference between 34dB and 46dB will feel.

How cheap of a good b450 or x570 board you want to get mostly depends on whether you want/need good integrated audio (ALC 1220), or not, depending on if you use DAC + headsets or not.

Next on b450 at least is if you want/need more than 1 M.2 slot for ssds.

For example here's a list of b450 boards that have bios flaskback button, which enables you to flash the newest bios without having a processor installed (i used geizhals cause it has best sorting/filters, you can just search for them wherever you are buying from in your country) They are conveniently the ones with best VRM/VRM cooling as well in the b450 category:

    https://geizhals.eu/?cat=mbam4&xf=13067_USB+BIOS+Flashback+(extern)%7E317_B450%7E7977_2933

The only one which has the better audio is the carbon one with wifi, which might be overpriced in the US for instance (~$150-$160), but is still a awesome buy. From the rest mortar/mortar titanium, bazooka plus, tomahawk, have comparable VRM/VRM cooling.

While the 2 gaming pluses and b450-a pro, have worse VRM/VRM cooling but are still plenty enough for 3600/3600x and will work np.

From x570, both the Gigabyte X570 Aorus elite and the Asus TUF Gaming X570 plus wifi have the best bang for buck VRM solutions, with the aorus being the best buy atm, and TUF being the next best thing if you want wifi. They should both be around ~$200.

miniITX option would be: Gigabyte X570 I AORUS PRO WIFI at around $220. There is the MSI B450I Gaming Plus AC for around $130 as well, but you need the seller  to update the bios, and the audio chip is low grade

Now gigabyte has updated and reworked their bios for the x570 boards and is knocking it out of the park with the the VRM setups, so unless some hidden problems exist in the bios, they are the best option.

Another fun fact is the cheapest X570, the Asus X570-P which costs only ~$166 is very barebones but it still has 2 m.2 slots for SSDs, and the VRM solution is extremely similar to Maximum XI Hero Z390 which can run overclocked 9900k. So it handles 3600/3600x and 3700x easily.

P.S. Don't get the 3600x, the 3600 is the best value of the ryzens.

Just built a system via Microcenter with a Ryzen 3700x and an ASRock 570 motherboard and a Ryzen 5700 gpu.  With 16gb of 3200 memory, Coolmaster case, gold 650 power supply, 1TB pcie 3.0 SSD, 2TB Seagate Barracuda, came to a shade under $1300 out the door.

Runs everything great in 4k at mostly ultimate settings.  I received $100 for bundling everything.  Love the system and I get to stick it to Intel and Nvidia.  Oh, and the system is not noisey at all.
That's pretty good.  I did get a taste of 4K and I liked it.  I would rather go lower with higher settings though.  I remember my first PC  486DX2. . cost me $3000 CDN.   I think it had a 10 gig hard drive.  I was worried about the size of Ultima 7 so I went big!
10 gigs sounds really big for 486DX2.

Doing a bit googling, Ultima VII part 1 and 2 together required only 0.05 gig.
    Oh. . was 150 meg :)  maybe 250. . was originally planning on 100.  Thanks :)

As for memory for Ryzen, and well Intel as well, the best bang for buck is Micron(Crucial) E-die memory. The price points you can get it atm are $35 for 8GB which is an insane value due to their overclocking headroom. But even if you don't overclock them they are still a really good buy trading blows equally with Hynix CJR/C-die RAM.

It's really easy to figure out which ram is E-die, all Crucial Ballistix memory sticks that are 3000MHz with 15-15-15-35 latency, and have their serial number with AES at the end are e-die. For example BLS2C8G4D30AESBK. Notice the AES at the end. there's single 1x8GB sticks  and also 2x8GB kits.

Also 3200 Mhz Ballistix with 16-18-18 which also have AES in the last few letters are the good e-die.

They can easily be ran at 3600Mhz 16-16-16-36, or 18-18-18-36 at 1.39-1.41v which makes them awesome.

    https://pcpartpicker.com/products/memory/#m=12&s=403000&sort=price&Z=8192001,16384002&page=1

A good option are also the Hynix C-die ($80-$95) i mentioned, they might still require changing 1 or 2 settings in bios, but should work out of the box.

The best are the 3 Patriot Viper kits in the link below that have the 17-19-19-39 latency:

    https://geizhals.eu/?cat=ramddr3&bpmax=130&v=e&hloc=at&hloc=de&hloc=pl&hloc=uk&hloc=eu&filter=update&sort=p&bl1_id=30&xf=1454_8192%7E15903_DDR4%7E254_3600%7E255_17%7E256_2x

And as worse option the G.Skill 19-20-20-40 latency options from this link below:

    https://geizhals.eu/?cat=ramddr3&bpmax=130&v=e&hloc=at&hloc=de&hloc=pl&hloc=uk&hloc=eu&filter=update&sort=p&bl1_id=30&xf=1454_8192%7E15903_DDR4%7E254_3600%7E255_19%7E256_2x

The CJR/C-die seem to be out of stock/hard to find in the us i only found these worse ones:

    https://www.newegg.com/global/rs-en/g-skill-16gb-288-pin-ddr4-sdram/p/N82E16820232731?Item=N82E16820232731

The only absolute hassle free set xmp/d.o.c.p profile memory is 3200Mhz 14-14-14-34 or 14-14-14-31 which are all b-die and priced $130/150+ euro:

    https://geizhals.eu/?cat=ramddr3&xf=255_14%7E4276_14%7E4277_14%7E5015_3200%7E5828_DDR4

they are are hard to find atm in the US, i only found these:

    https://www.newegg.com/p/pl?N=100007611%20601190328%20600561668%20601275375%20600546709&Order=PRICE

With the red G.Skill working out of the bat almost certainly, and the white team ones requiring one bios setting change like the other ones above in worst case scenario

These are your choices depending money you want to spend, and how much you're comfortable in changing 1-2 bios settings if the default profile doesn't work.

All of them are fine, and will run pretty good even on stock with ryzen 5 3600 because the 3rd generation ryzens are less sensitive to memory compared to the previous 2 ryzen generations (You won't be maxing out the fps but it's $70 for 2x8GB ram for 3rd best DDR4 ram type, that's just awesome)
Personally Im going to go with the Crucial e-die with a ryzen build i'm planning, but that's because I'm tight on money :), and don't have access to cheap B-die ($130 on newegg).
B-die is out of production atm and will dissapear from the market/skyrocket in the near future.
