For someone that hasnt played it yet. Is the game in a good place atm? Was on the fence for awhile but all the negativity put me off from buying it. Would anyone recommend it now?
Game of the year for me - 300 hours since May. Negativity is based on obsolete opinions of people who quit it before May and didn't see 1.20 and 1.30 patches.
150 of those hours were in menus......

I played so much of my mobile game during Anthem load screens.
I haven't seen such a load-heavy game since Tales of the Abyss on the PS2.

You came to the wrong place for an unbiased opinion about this game. Just look at the comments on this game on any article. Anyone who speaks positive are regarded as not having a clue about games.
Is the game in a good place right now? The answer is yes because it is better than when it started. If the people commenting are saying no then they haven't played the new update.

This may well be the last big update for it and I wouldnt play.
The core game is really good, but instead of trying to better and build around that they are implementing different stuff left and right and see what sticks

As I've played it since the start. It would be best to experience it for yourself. If you can catch the game on sale, even better. This update has been a good improvement in a lot of the things that made the game nerve wrecking. The drop rate is way better at GM3 then it has ever been and its actually doable now for me as a person who really only plays Interceptor.
This cataclysm event while fun its unfortunate that its a little gated and spread out over weeks. Its understandable though. After beating the recent story stuff for the cataclysm, it is now the repeat cycle again of doing something over and over until a new update hits. Seasonal store is good but it would be nice if the stock changed faster.
Over all to your question, the game is in a better space than it was. I would say its in an okay spot and though things are on the up they should not get complacent. Variety of content is a major thing that is missing. What keeps me playing is just the fun of flying around in the freeplay mode for a little bit exploring whats around. Its that simple of a thing I enjoy. Sorta like just riding around riding around in Red Dead 2 online mode, looking at the world they made.
I found the game a lot of fun. There just was not a reason to play once I hit endgame because loot was not there. I enjoyed the story (not the greatest but interesting) and gameplay. Past that was a mess of what felt like someone wanting to give you a character sheet but the thing about that is that it is 30 pages long with no easy way to make it work as needed a table just to yourself to see everything which is impossible.
I will say that if someone can find the game cheap or has Origin Access or whatever it is called then give it a try as it is fun to play. I don't know about the menus now or the endgame but I know those were trash before. Playing a loot game and having trouble getting loot really was the death of it for me. Feels like it need a RoS like D3 got.

I am not sure if their commitment to no paid content updates is a boon or a bane to the game.
On one hand, if the game does get a RoS style update, there is no cost barrier to returning/new players trying it.
On the other hand, lack of financial expensive makes said update profoundly less likely.
I guess it depends on how much $20 matters to you. The actual combat and the flying are definitely fun. As others have stated there isn't much after the story but I certainly think there's $20 worth of fun to be had there.
I'll wait for 1 or 2 more patches before buying this game. Still waiting for that miracle patch, and that's OK since there are other games to play while we wait.

If you can get it cheap enough, I would say to get it for the main story quests. I thought they were fun and gave me a few days of entertainment.
