Gnomes get +3% dodge? Lolwut? The ONLY race with no tanking classes get the dodge bonus. MAKES SENSE TO ME! Halflings got totally screwed on that one. They should have got the dodge bonus. There is ZERO reason to make Halfling warrior unless dagger-tanking wraiths will be in high demand.
For rogues and bards the dodge is for those classes.
People complaining about these racials have been playing wow for too long. These are racials for an RPG, not a damage meter.
Yes, your choice matters more than just an active ability. You could be a halfling tank, but it makes sense that you wont be as hardy as an ogre and probably not as good because of your small stature, but you can do it. Allocation of starting attributes will be an important decision as much as your race/class makeup.

As is often true in real life, sometimes a person or character just has advantages which make them particularly well suited to certain roles and almost useless in others.

LOL and as a horse jockey would make a terrible NBA center.

Also, Considering gnomes are a heavily caster based race, i imagine they will have a lower innate AGI, DEX or whatever stat adds to dodge, than other races like halflings. So it makes sense to me to add the dodge % for gnomes to close that gap for classes who may be hindered by race with lower starting attributes in regards to dodging.
Additionally, as a caster in a game like this, you get whacked 3-4 times in a dungeon, ya dead. Dodging once could be the difference between the cleric landing a heal and you dying.
