I can personally say that my cash shop interactions went down drastically after they moved away from armor sets towards outfits.

I like mix and matching. Premade outfits with no ability to mix and match have no value to me, except to save on transmutation stones while leveling up characters.

And even then, with the massive amount of leveling tomes and scrolls we get just by playing, leveling is done at the bank not out in the world, so there is even less use for the outfits. 

Personally I only use outfits in sPvP where armor has no use, so, I run around naked or with an outfit on.. because.. meh.. why not.

The abundance of leveling tomes is one of the largest contributors to the game's poor health in general. Especially with the harm it does to low level zone populations, and thus the new player experience.
