    processor: cpu 2.70ghz

    510mb ram

Well anything under 1gb of Ram will have some performance problems because the game needs 750MB total memory (it caches what wont fit in RAM) to run smoothly.
    What kind of Video card?

Without knowing what video card my first suggestion is to go into the launcher. Set the shader to version 1.1. Turn off world pre-loading and turn off caching. That will speed things up a lot. Then go into the game and turn off shadows and bloom. If that doesn't make it 1000% faster then start tweaking down the distance meters on the various aspects of the game till you're comfortable with the performance.

NOTE: The game maxes at 30FPS so don't expect more than that.

ok we tried it and it runs much faster! but theres one problem all the buildings are black and i mean pitch black! do you know why this is i put the settings on shader 1.1 and turned world preloading off like you said

Sounds like a problem with texture mapping. No "skin" on the buildings. What settings do you have regarding textures ? Its in the grafic setting of SWG (and maybe that control panel of your Grafic card).

    have fun
