ESO sale....

Seems like their new expansion did not take long to go on sale...or is it normal and corona is just making the passage of time weird?

It is part of a widespread sale going on for Elder Scrolls and Fallout related products, so the timing is a matter of coincidence rather than related to the expansion itself.

ESO seems to have sales every five minutes.  I don't buy expansions at full price for any game these days as they inevitably come on sale pretty quick.

They don't. Regardless, this isn't an ESO sale specifically. Rather it is part of a much broader sale of Bethesda games going on in concert with Quakecon.

Agreed. ESO has been '50% off" on steam for over 2 years not including the month after summer sale or other seasonal sale endings. It's the same for GTA V and eben Witcher 3. It's not exclusive to ESO or anything but marketing seems to prefer calling it a sale rather than just the new price for an aged product.
