Agreed. ESO has been '50% off" on steam for over 2 years not including the month after summer sale or other seasonal sale endings. It's the same for GTA V and eben Witcher 3. It's not exclusive to ESO or anything but marketing seems to prefer calling it a sale rather than just the new price for an aged product.
