4K HDR? and Ray Tracing?
Ray tracing should have no impact whatsoever on the ability to stream an image. Resolution and frame rate sure do, though.
My PC has Ray Tracing and when I stream a game to my TV, Ray Tracing is there. Also GeForce Now games I stream from their service has Ray Tracing. So yes, it does matter.

Quizzical meant that your ability to stream the game should not change whether that game has ray tracing or not.
If you increase the image resolution, or FPS, or if you have HDR those all mean that streaming needs better/more powerful encoder and decoder as well as more bandwidth, but ray tracing does not need anything extra.
Dont be fooled. Higher prices are to please the investors. Its not the problem pf the high end cards, we had always had high end cards but today a mid range card is on the price point of a high range card-back in the days
