    You're going to have high level players wiping out zones and other players not having content to play. 
    It would be a bad mix of over powered and under powered mashed together, wouldn't it?

    It would probably have to be a server that only allows character creation for people that own all the expansions.

    For power gaps increase amount of xp for mobs + if it needs to be adjusted more go the ghetto route do xp boosts to make up the remainder of what's needed. Think Tree of Savior and how sometimes u need to grind lower level mobs with xp boosts.

    For the high level players in low zones I don't think that will be an issue cause the player base is small for LOTRO. Only time I see it being a problem is at the start before everyone reaches max level. The respawn rate for open world mobs is pretty quick and I'm sure for kills per minute someone will discover the most effective farming spots like in other games. Also there won't be quests so it's not like anyone will have to kill specific mobs for any reason. It would be all about being out in the world leveling finding loot then at max level fighting mobs in places you like again being part of that RNG super loot chase.

    Well, there's a reason why these "level grind" games zone off the content to levels. 
    It's just too problematic. Players don't like playing and not getting to actually play the game due to issues. 

    I've called for lower power gaps since, like, forever. 
    It can make that sort of game an actual Sandbox. In your version, it's not much of a sandbox if players can't play the content. 

    In my view, lower power gaps don't mean that everything is winnable, just that you aren't getting one-hit all the time. There'd still be times that you need to get away from something that's too powerful for you. But you'd usually be able to get away, maybe with a distinct limp (lol). 

    An open world like that means that world wide adventure, deep mysteries, research and discoveries, and making a real name for yourself / guild (as opposed to being one of the many who simply levelled) are all open for game play. 
    For a MUCH more interesting game world, and game play. And much more rewarding and satisfying.
