Werewolf can be applied to any race or class, but normally is only done based on the build you are trying to create.

Ages since I played, the form only lasts a while and I think it suits a meaty not mage build, you have a vulnerability to fire I think (the vamps certainly do), watch out for that.

Can you still cast in werewolf form?

No. When you're in werewolf form all skills are replaced by the skills unique to that form.

When you're not in werewolf form you have the normal skills to use.

Okay, in my reading the poison seems to be the problem with the werewolves.
I wouldn't worry about it too much. Werewolves are very strong and really fun to play in ESO.

There is also basically no downside to being a WW. When not in WW form you are just a normal character of whatever class/race you chose, and you can just take the WW transformation ultimate skill off your bar and replace it with another ultimate.

I have Werewolf purely for the fun of being able to turn into one and pounce around on enemies, etc.

My builds are often assembled for entertainment value, as much as efficacy. I can kill stuff pretty fast, but also get some fun eye candy in the process.

I urge you to try it. But be aware! It is a peculiar experience and in which territory you start could influence your enjoyment greatly. Take me for example: I really enjoy Daggerfall story(...pirates!), Aldmeri is ok, Ebonheart's just dull and dime / dozen. Imo.

Again, it is a peculiar experience I still can't quite put my finger on how I feel about. Try it out.
