Because some people havnt played in 2 years and may want to try it out. 1.20 will have the major changes in it. For example:

Those are the rumors I have heard floating around. I know that there was serious talk of adding more towns in England, and London is already pretty close. The towns added around the French factories in 1.19 bring the map a lot closer to Paris. As for Bonn its probably even closer to the current towns than London or Paris.

Simple fact hobbit. CRS have overtly nd to roll back the rank of former subscribers who fail to resub ASAP.
These folks spent YEARS earning thier rank, to see it rolled back once already, now CRS wants to zero them out, take it ALL away.

WWII Online relies on players making decisions and those decisions tend to influence the game moreso than others. They said if you have a good reason you can e-mail them to, it is reasonable.

Attack Objectives have many aspects to them, all of them have come into play in the last year. How do you list your sides current AO's? how long does it take to clear one? How long till after an AO is placed does it take for tables to appear? How long after contesting will other Radio's appear?
Mobile Spawns are a recent addition, and since then they've had one key element of their use changed, What is it?
Fallback and Hold at All Costs have been around for a while but anyone who has not played in over a year would likely not understand their use, or the use of the Overrun command, much less the little tweaks and changes that they've recieved since introduction. And things like that can cost a side to lose a town when they shouldn't, Capture things in the wrong order or fail to defend the most important parts of the city under those conditions and you basically give the town away.
RDP has changed also in the last year, do you know how it has changed and how Bombers need to plan their attacks now to maximize their effect due to the new changes? What changes are planned for RDP which will further change how the enemy might choose to conduct their Bombing efforts?
Brigades are completely new, but what upcoming change will have an even greater effect on their use and in the planning stages of their use?
The mission system is also new, how does it differ from the old mission system? What other new addition in the last 2 patches was added to give Mission leaders more ability to pass orders to their units in the field?
The User Interface is also another new addition, what changes are upcoming in the next few patches will add another ability to mission leaders to pass intel and direct their units in the field which uses the new User Interface?
This is just a small example of some of the things which have changed, most of these are things every NCO or Leader should be aware of, there are also lots of other general gameplay changes that have occured and will occur shortly that they should also know if they don't want to cause confusion in the ranks when leading. It doesn't really matter if you know the answers to these questions, because the point I am making is that everyone in a high position should know these things, and often you only learn them through being in game for a while and hearing about them or seeing them in action, and that is why I see no problem with the Rats rolling back the ranks of old players so that they need to play the game some before they can be put in a position of authority on the battefield again.
This game changes alot, and if you've been away for an extended period of time you could have a tough time of leading or operating in the field until you get used to them. And I forsee that it is going to become even more important in the future that leaders be very aware of the mechanics of the game which they control or use to conduct their attacks or defenses.
