After much feedback over the EU/NA initial region coverage, AGS negotiated the expansion of their license to include a good chunk of the world. The remaining wall lies on the NL/BE where local regulations are requiring a game-wide update that the developer needs to do so, what there is no news on beyond saying it's an ongoing negotiation.

Those changes depend on the developer Smilegate, and it can be a tricky thing because the regulations are blind-ish. They hit at no trading of items a RNG loot can drop and that fundamentally hits the auction house where players can sell & buy cash shop items.
A bunch of nuances, the last word on this from the cm is that the main blocker has something to do with item stats. Hopefully they are actually working on builds to address this and didn't just noped the work needed.
