Not long ago there was interview with first 4 players that reached Lv.75 . I'm still at Lv.66 with my Spellhowler . Besides I play since Closed Beta so on my account there is a lot of other characters that cost me a lot of time . But as you can check on unofficial server you can get to Lv.99 or (I think) 255. It's rather impossible .
Actually, it depends on how much you play with regards to how "quickly" you can get to 75. There are people from Retail who are still in their 50's.
I started in June, just after retail release and my main is 65 (Spellhowler). I also made a dwarf (only to about lvl 23) and fooled around with some low lvl alts during the time. Also took a few months off for other things.
Also, the release of c3, new player buffs, and new grouping bonuses can help get someone to 75 (max lvl). Still takes a while though unless you are one of those people who play many many hours per day.
The way the subclass works is that once you reach lvl 75 you can do a quest (series of quests?) to allow you to access the ability to change your character's class in town (special NPC) So, I'm a spellhowler (nuker) and when I change my subclass I will choose gladiator (a class that is open only to humans). This subclass starts at lvl 40 with all your skills up to that point known.
Now... the new information for the next chronicle is that once your subclass reaches 75 you can then do a quest and become a noblesse. This allows you the chance to compete against others of your main class and be "the" hero for that class on your server.
There is also mention that they will raise or even remove the lvl cap in Chronicle 4. However... for those who do not want a subclass, there is another way to be competitive and that involves a quest whereby you can then rais certain skill through enchanting (also have the risk of ruining those skills and resetting them by failing whatever virtual roll of the dice that allows you to successfully enchant.)
But this is all taken from one player's translation of a Lineage 2 meeting with korean players to ask their opinions of the hero class.

This game has not been out for 2 years. It has been out for like 1 and 1/3 years.

umm...how many of those 100 didnt powerlevel...bot or account share?
if you pay legit...and dont entirely sacrifice your life to the game...two years is a reasonable estimate for an honest player
less than that is possible using less than fair methods
