Extraction can be fantastic. Look how popular Helldivers 2 is. Just eliminate the pvp drama and voila... Instant hit. Well, there's a lot more than getting rid of pvp that makes Helldivers 2 so popular, but for sure I believe building a co-op game has a lot to do with it.
This game clearly has a different design philosophy. We'll see how it stacks up to Helldivers, but my guess is it won't come anywhere close.
Helldivers is for shooter fans. This one looks like it's for MOBA fans, so I'm not sure if PvP or PvE matters as much. The closest thematic competition I can think of is Dark & Darker (D&D) which is inspired by classic Dungeons and Dragons tropes, but it's in 3D and a little more like Tarkov. This game just looks like MOBA with extraction as the win mechanic.
Also, there is a lot of variation in extraction games. Dark & Darker and Tarkov have a totally different vibe despite both being PvP based, but still seem more alike than either are to this game.
Also, I know people who play both PvP and PvE extraction games, but for different reasons and for different moods. They can both be intense in different ways.
