Well I applaud the efforts to give the casual player a way forward after they hit max level beyond just running the normal 5 mans and then letting them hit the brick wall of "you must be in a raiding guild to ride this ride" of M+ dungeons and raids. I think they're still going to get left behind as folks move past M 10+ because no one is going to want to back up to help them fix their gear gap, but that's probably a very small portion of players that actually want to try and bridge the gap from casual to a more hardcore play style. Most delve players (delvers?) who do manage to cap out in delves will probably roll an alt would be my guess. I'll keep my eye on it but I'm not preordering. I'm going to let the dust settle and get some reviews out before I decide if I'm going to pop back in.

Soloists don't need to reach the same heights as those that do M+ dungeons and raids. They just need a method that allows some amount of ongoing self-improvement so they can have persistent motivation at max level as an alternative to making alts.
