Isn't Character Mastery basically the original concept behind Boosters? The more you use a character, the more bling you can attach to it?
Then they started handing out random Boosters as rewards for literally everything in the game, so that you could bling out cards you never played with, so I guess they had to do something like Mastery to give players a way to show which cards they actually use.
