My favorite was going through Anchorhead and Bestine in SWG with full ST armor on and a carbine, riding a dewback...asking people if they have seen any weird droids and then arresting wookiees.

I have found that no one can say what game has the most roleplaying in it unless youve played every mmo out there. I currently play SWG so i will give you my opinion on it. There are many galaxies(servers) to choose from and some will have more RP than others. Im an against the grain type of guy and RP myself. There isnt a whole lot of RPers but i dont need alot. I just need at least a guild full but there are more than that on my server. I run a guild that is ran like a sith order. RP allowed only. It is fun and the advancement is fun also because we follow the sith traditions as much as possible. The games itself offers so much RP potential. SOE just leaves it up to the community to RP. You have player ran economy, player ran cities, and one of the best character custimization options out there. You can practically dress anyway you like have pets or droids and there are several different proffesions and combinations to enjoy. This game is in its post CU(the big change people talk about) era. This encourages grouping and its actually easy to find people to group with if you go to the right places. You have lots of quests and hidden quests to do, pvp that you can choose to participate in or not(its not forced on you), and high level pve mobs to try and tackle. I recommend you to try this game if your anykind of starwars fan. If you only like fantasy games then this games not for you. Good luck with your search.
Play City of heroes, and also wait for city of villians to be released.......You can make your character look how ever you want, it has the best and most divesrse customization I have ever used in any game(s).
The roleplaying is fun and theres lots of spells and skills and abilities to pick from.

If you want to play CoH you can have my CD's.....oh wait, I'm using them as beer coasters...sorry.
Anyways, back on topic.
I would have to agree with Saga of Ryzom. While I really can't stand the gameplay the community is very heavy on roleplaying. I would send you there.
I play EQ2 and have actually never seen anyone roleplay...even if i tried to start it with them. The same can be said for pretty much any MMO though, it's not the game that ruins the RPing aspect...it's the player base.
So ya, either SoR or one of the NWN shards for RPing...that's about your only choice.

As I've replied in a similar post, all games have a role playing community, it's just sometimes harder to track. But some games do offer more opportunities on character development and player activities than others.
EVE Online is good, as it has player-driven politics and lots of player-made content. Star Wars Galaxies allows a lot of RP activities, like smuggling runs, racing, fashion contests, etc. Saga of Ryzom has an interesting concept and may be worth checking out, will prolly do myself this weekend.
Currently playing: * City of Heroes: Deggial, Assault Rifle/Devices Blaster. Server: Defiant. * City of Villains: Snakeroot, Plant/Thorns Dominator. Server: Defiant.
To be honest no single game out there is the best for RP. It's up to the players. No matter how well or poorly a game is made the RP in it is 100% dependant upon the players to put forth the effort.
SWG, EQ2, EVE and several other games have very solid RP Communities but that doesn't mean those games are any better for role playing than any others (though SWG's design certainly lends itself better to RP than almost any other game on the market).
The bottom line is: Choose a GAME you enjoy then take the time to find the RP community there.

Ever play NWN?
It's the nearest thing to a close-knit DnD community availiable.
Either that, or wait for DDO.
