Nothing is really much of a bad omen, if you pay attention at all.
The european release is still mid-october, meaning the game is ready.
The game is delayed for NA, which means it's obviously a publisher issue more than anything else. Wait it out I spose...Europes the main new market anyways.
EDIT: Plus if they release it there people can still get free trials from people across the pond.
I think the North American publisher is afraid of poor returns in a Q4 release. Ever thing I have read leans toward better presales in europe anyways. Its really no big dea las you can DL the game and get a free month for $20.
when the game first came out they released it before it was really ready and they have been paying for it ever since. They wont make the same mistake again.

Well, they seem to be willing to foist it on the euros without a second thought.
But there could be good reasons for that. For instance they might have a better deal with their publisher, they might have noticed more Pre-Ordering came from overseas, and lets not forget that US prime time has a good following already, while the Euro's could easily use twice as many players as they have now.
It could also allow them to keep the release to a limited scope, they could better handle the transition of new players and loading on the servers, plus some added income will could help them in either hiring ore people, or buying more hardware which they could use to better promote and facilitate a North American release.

The idea was tp repopulate the server to improve gameplay. You will now have that by a fraction, and will have created a breakfast club nightmare in the interim. The weakness of trisynergy as a publisher in this case is also readily apparant. Also apparant is the incredibly weak pre sales in the U.S. market. This seems due partially to a lack of effort by trisynergy, coupled with CRS having exhaused it's potential subsciber base in north america, by having pissed them off royally already.
Your theory that CRS might be using the euros to gain resources to pump out marketing and features to thw US market is a good one, but the problem with it is that asided from being unfair to the euros, it is just not going to work. Unfortunatly, this is probably the best CRS can do, given that the only publisher it could attract is a third tier nobody like trisynergy.

The game is in good shape at the moment, maybe not to everyones liking but the game is stable. The proof will be in the pudding though, here's hoping that CRS get up early to accept all those new players for a week.
I know for a fact that there are many Euro Allied/Axis squads ready to suck the new players into squads to show them the potential of the game and how much fun it can be with the right people.
