To the OP, don't come back. If you can't work for your dues then there arn't many corps in Eve that will want you.
As for 'safe' space. Sec rating of 1.0 - 0.5 is 'safe' but only in the sense that an attacker will be shot down by the police (concord). But if they pop you before concord pop them its as bad as losing to a gank in 0.4-0.0.
Also you don't have to mine. EVER. Doing Sancha(amarr based NPC) or Gurista (Caldari based NPC) Complexes can net you faction Blueprint Copies which sell for up to 8~10mil

I think it's unfortunate that EVE is supposed to be all hardcore realistic, yet the community continually puts down those that role play thieves.
I feel EVE needs more dark alleys where you can get mugged. Happy happy pleasant land in Empire tends to cheese me off, and the expectation by so many people for people to behave "chivalrously" in combat is debillitating.

I think the real problem with the theiving is that it is too simple and people don't have to risk much to make a profit. All you have to risk is a pod and a ship usually, which is nothing. No BPOs need ever come to harm to crank out wealth. No properties need ever be risked. Bleh.
The only way to thieve effectively in EVE is to do it subtly over time: 1)Skim off the top when you haul or refine for corp or alliance ops. Those that steal only a little are more trusted not to steal a lot no? 2)Skim off the top when you arrange business deals or contracts with clients.
3)Some might pull a long term confidence scam till you get into a directorate position and then just utterly obliterate a corp's possessions. (I personally couldn't do this because I'm not quite dastardly enough, though I have some measure of respect for those that can stomach it.) 4)With the coming RMR patch, you can smugly bully empire miners and npcers and just take whatever you wish if you are willing to face their wrath.
The other real problem with the theiving end of the game is that everyone is too wealthy and not enough mechanics encourage people to float between just getting by and debt.
