Can't seem to decide...

Hi everyone, I've been a member of this site for a couple months, but I've never posted before, choosing to troll around and see what everyone else has to say. Lately I've been trying to think of a good MMo that fits my particular tastes.

I'm currently dabbling in WoW and I'm having a good time, but I've sort of grown tired of it. What I'm really looking for is a MMO that doesn't necessarily(sp?) rely solely on parties(not that WoW does, of course), but whenever I feel like grouping, it'll be a fun experience.

I'd prefer PvP that's not open, but if I ever feel the need to PvP, I'd like to be able to enter a zone and go at it.

Crafting skills and such aren't necessary, but not frowned upon either.

The game can be either free2play or pay2play, but I don't have a credit card so I'd need to be able to get a pre-paid game card from somewhere, whether it be from the main site through a money order or in a game shop such as EBgames.

I had two games in mind, and I was just wondering what you guys thought about them, based on what I'm looking for and your personal knowledge, I've been MMO'ing for a couple years now, but WoW is the only pay2play game I've ever tried.

I was thinking about either Star Wars Galaxies, or City of Heroes/City of Villians.
