Do you need CoV to combat against villains, get the improved graphics, and build a base? I own CoH was thinking of playing again, so I'm wondering if I need to buy the CoV expansion to get the newer features. I am not interested in playing as a villain.

I didn't see any change to the graphics in CoH, so the improved graphics line only applies to the CoV zones. So yes. But don't expect getting CoV to improve the graphics in the CoH zones.

100% Yes.
Can't even access other players' bases without CoV.
(For example: you are member -- even leader -- of a SG.
Other members of the SG have CoV -- they can build the SG's base.
You will not be able to ever visit it)

You can fight them in the PvP zones with just CoH. You need CoV to engage in base raids.

No. The new graphics were also a part of Issue 6.

That you need to buy CoV for. Without CoV, you can't even get into a superbase built by another SG member who has CoV!
