I wasnt able to find a good questing guide, so I thought maybe one of you has an idea.
I started from lvl 1 on the Jedi path. While I was guided very nicely through a questline until lvl 15 this line suddenly ended. Or lets say it doesnt make sense anymore. I was led to jabbas palace to continue the legacy quest. However, the next step is lvl 22 so probably a bit too difficult atm. Also Jabbas refuses to talk to me about the quest, although I have nearly 4000 jabba faction and already did the themepark.
The other npcs refuse to talk to me as well, except reelo, who is the starting npc for the thempark.
Interestingly he offers me a quest - the very same themepark I have completed month ago. So, whatever - I accepted and startet the thempark again. But I had to realize that it acutally does not give any xp at all, only jabba faction. Pretty pointless, imho
And I have no idea where else to look for quests ... I was looking in Mos Eisly, Mos Espa, Bestine and Coronet , but havent found any npc that would give me a xp-quest for my level.
So how am I supposed to progress now? Terminal mission are not giving any xp either (except from the xp/mob, which is nearly nothing)...
any ideas? Wasnt able to find a quest database that has information on levels and so on.

right now, the NGE is riddled with bugs, lag issues and packet losses despite the hotfix so right now may not be the best time to play this game. However, try Theed on Naboo. Were you ever prompted by the Jedi to start your quest for your first generation lightsaber yet? Make sure to check your journal.
Also you could always just farm xp w/o the quests but due to the MASSIVE changes I have absouletly no idea what mobs to suggest to you at lvl 15. Normally I would say find a hunting party on Lok or Dantoinne but everything has changed and so many people have left.
Im currently playing the game and at times I am just as lost as you are and Ive been playing since June of 03. I cant even ask my guildies to help because all 31 of them have been missing in action since the NGE.
My server is a ghosttown now.

only thing I got was a force crystal that started some sort of jedi quest, however I finished it and that was it (visiting two places on tatooine - one was some sort of oasis and the other one a tusken village with aggro mobs)...the entry dissapeared from my quest log and when i try tu use the crystal again it just tells me that the quest has already been activated ..
