What is the purpose of a CHAT room that you cannot CHAT in...?

So I go into the #darkandlight chat room in IRC to see if I can get some info, but lo and behold, the chat room is moderated to where NOBODY can talk except mods and certain people from certain guilds... (I don't know who these people and guilds are are and why they get special treatment...)

It would be one thing if these mods were talking about DNL, but they are chatting away about their computers, and the placement of their fans, ad nauseum...

blah! and they wonder why people are disgusted with them...
