It's already released, but the next big patch is due early next year, and so it is still in active development. Good naval-style PvP combat(even if you dont like space ships games). The patch is revamping the entire modding system with a view to make it much more accessible for new players, as it has currently got to a point where it is a little hard to understand to start with. Otherwise it is a good game with a good future.
I know Sheista already said it but I must emphasize DARKFALL!! It will be sweet. In Pirates of the Burning Sea PvP battles will be instanced, so I don't think it will be as fun.

If you think runescapes awesome then there'll be games you like .
If you think WoW has great PvP, then you have yet to experience true PvP. Sure, it's fun at times, but it's not like previous games such as UO and DT.
Darkfall indeed looks like a great game. Roma Victor looks promising too. PotBS would be good if it weren't for the instanced battles, that is a real turn off.
Instanced battles don't really make a difference. It still allows groups and such to go against other groups. You simply need to be grouped in order to join the instance together. It just prevents people from interrupting fights, though I imagine you could add someone to your group and add them to the instance if you really need help or something.
I'll recommend Darkspace too. It's one of those little gems of the online gaming world. It's ALL pvp. No AI hunting or mining for credits or anything. Everything you do centers around team-based pvp. Even your level advancement (ranks).
I don't think AUTO ASSAULT (link) gets enough credit. Maybe I'm missing something, but everything I've read says that the creaters, NetDevil did a really good job with PvP in their first MMO, Jumpgate, that's still around even. I've also read on their site about Outpost Wars, which apparently are like open PvP seige battles. They've also got some kind of regionally instanced Arena, with like capture the flag and deathmatch and whatnot where players and clans can fight cross server.
The graphics look pretty sweet too, but for some reason I don't see this game hyped all that much. I want to get more people interested, because I really wanna check this one out at release.

You do not even have to stop playing after the free trial expires. One neat little feature of DarkSpace is that you ALWAYS have access to those basic ships. You can still earn credits, and you can still increase your stats; you just cannot use those stats for accessing the larger ships unless you are actively subscribed. There is also a referral incentive whereby you can gain 7 days free subscription time for each person that you get to join the game. So it is entrely possible to be able to play for free, although it would require a fair degree of work in getting people to join.
The game is PvP combat, pure and simple. There is AI, but they are only ever seen during staff organised events. For an example of this:- Your fleet might be busy capturing an enemy system and suddenly find itself overwhelmed by flood of pirates who decide to take advantage of the situation. This forces a tough decision on both faction in that sector, do they continue fighting over the system, or do they call a temporary ceasefire to work together and repel the pirate force? Such events are, admittedly, rare. but when they do happen it's something that everyone talks about for a long time.

Pirates of the Burning Sea
Darkfall
Those are really the only ones I've payed attention to that focus -mainly- on PvP.
