Does it take an hour for a server to reboot?

I've had that "server is rebooting"  message for almost an hour now. I don't know anything about servers but an hour to reboot seems like a long time to me.

    Well in the MMO world server is often interchanged with Server Cluster, which would mean a number of servers all strung together. Once they reboot they often have initialize the game services and resync, that can take time if thats the case.
